On 25 September 2025, the ACCC issued a determination granting authorisation AA1000699 to enable Australian Payments Network Limited (AusPayNet) and current and future members of the Issuers and Acquirers Community to:

  • make and give effect to agreements on certain aspects of a program of work to migrate the Australian card payments system from the currently used Triple Data Encryption Standard to the more secure Advanced Encryption Standard, and
  • share information to monitor progress, report issues and develop solutions to issues pertaining to those agreements for the sole purpose of facilitating the migration to the Advanced Encryption Standard.

Advanced Encryption Standard is a cryptographic algorithm that can be used to protect sensitive card payments data. While the Triple Data Encryption Standard is considered to be fit for purpose in the short term, the Advanced Encryption Standard is generally considered to be a faster, more efficient and more secure encryption standard and therefore a more suitable medium to long term option.

The ACCC has granted authorisation for 8 years.
